The Rates of Grain Loss during Storage are Set
The Ministry of Agrarian Policy and Food of Ukraine adopted Ordinance No. 316 dated June 12, 2019 “On Approval of the Rates of Grain and Its Derivatives Natural Loss during Storage at Grain Depots and Grain Mills and the Procedure for Calculating the Rates of Grain and Its Derivatives Natural Loss during Storage at Grain Depots and Grain Mills”.
The Ordinance establishes uniform rates and rules for displaying in the quantitative and qualitative accounting of grain and its derivatives, writing off the rates of natural loss.
The rates of natural loss are determined as a percentage, depending on the type of crop, the period and the method of its storage.
Awaiting the Avoidance of Double Taxation with the Sultanate of Oman
Order of the Cabinet of Ministers of Ukraine No. 564-p dated July 24, 2019 approved the draft Agreement between the Governments of Ukraine and the Sultanate of Oman on the avoidance of double taxation with regard to income tax and tax on capital and on the prevention of tax evasion and avoidance, as well as the Protocol thereto.
The draft Agreement is based on the Model Convention of Economic Cooperation and Development Organization and provides for:
- dividend taxation in the source country at a maximum rate of 5% if the beneficial owner of the dividend is a company (other than a partnership) that directly owns at least 20% of the capital of the company paying dividends, and 10% in other cases;
- setting a 10% marginal tax rate on interest income in the country that is a source of income;
- setting a 10% marginal tax rate on royalty and remuneration income in the country that is a source of income;
The List of Licensing Bodies Has Been Amended
The Cabinet of Ministers of Ukraine adopted Resolution No. 649 dated July 24, 2019 “On Amendments to the List of Licensing Bodies”.
The Resolution specifies the powers of individual state authorities in the field of licensing.
In particular, the Ministry of Education and Science of Ukraine is entrusted with the authority to license educational activities in the field of higher, postgraduate, professional pre-higher, vocational (vocational-technical) education. The Council of Ministers of the Autonomous Republic of Crimea, Regional, Kyiv and Sevastopol State Administrations have been granted the authority to license educational activities in the field of pre-school, general secondary and extracurricular education.
Also, the powers of the National Commission for State Regulation in the Energy and Public Utilities Fields have been expanded for issuing licenses in the field of activity in the natural gas market.
